KUA Appoints VP Human Resources

KISSIMMEE, Fla., December 11, 8:45 am – Kissimmee Utility Authority (KUA) has appointed Wilbur D. Hill as the utility’s vice president of human resources.
Hill comes to KUA from the City of Clarksville, TN where he served as human resources director since 1996.
As the utility’s chief human resources officer, Hill will manage all aspects of the HR operation, including recruitment, benefits administration, compensation, training and development, workplace safety, employee relations, and labor relations.
Hill brings more than 23 years of experience in both human resources and organizational development from the United States Air Force, Northrop Grumman Corporation, and municipal government. He will report directly to Jim Welsh, KUA’s president and general manager, and work with him to further develop strategies and programs that enhance the utility’s recruiting, compensation, benefits, management development, diversity and workplace culture.
Hill holds a master of science degree in human resources management and development from Chapman University in Orange, CA and a bachelor of science degree in biology from Mississippi Valley State University in Itta Bena, MS. In addition, he is certified as a human resources professional by the International Personnel Management Association.
Hill took over his new responsibilities on December 9. Current Vice President of Human Resources Neville Turner, who will retire on December 31, will work closely with Hill to ensure a smooth transition.
Founded in 1901, KUA is Florida’s 6th largest municipally-owned utility serving 58,000 electric, water and internet customers in four Central Florida counties.
