
KISSIMMEE, Fla., September 3, 2015 – Kissimmee Utility Authority has appointed Brian Horton as the utility’s vice president of system compliance and operations, effective August 3. Horton brings more than 14 years of engineering, operations and regulatory experience to the utility from his previous roles at the City of Tallahassee’s Electric Department.
Horton reports to KUA president and general manager Jim Welsh and oversees the planning, operation and supervision of the utility’s transmission and distribution power systems, including Supervisory Control and Data Acquisition (SCADA), fiber optic grid and communications equipment as well as management of North American Electric Reliability Corporation (NERC) cyber security standards and other regulatory compliance.
Horton held a variety of positions in Tallahassee, including relay protection technician, electrical engineer, relay and communications supervisor, manager of electric system compliance and manager of power engineering.
Horton is a Certified Public Manager and holds both a Master of Public Administration degree and bachelor’s degree in electrical engineering from Florida State University.
