KUA Board of Directors
The Kissimmee Utility Authority's board of directors sets policy
direction for the utility. Specifically, the board approves the annual budget,
sets rates and approves major purchases.
The board also selects a general manager who is responsible for
day-to-day operations of the utility. The board holds regular business meetings
on the first Wednesday of each month at 3:30 pm. Workshop meetings, generally
devoted to a single subject, are held on an as-needed basis. In addition, board

Board Member Biographical
Reginald L. Hardee
Reginald Hardee joined the board in 2007. He was
reappointed in 2012 and currently serves as chairman. Hardee is the
information technology director for Florida's Turnpike Enterprises. He brings over 20 years of IT
experience to the organization, focused on strategic planning, budgeting, building
and leading support and development teams in a public sector setting.
Jeanne Van Meter
Jeanne Van Meter joined the board in 2011. She is a former Kissimmee
city commissioner. Van Meter has been active in the community since 1973
and has served on a variety of boards, including Valencia Community College,
Greater Orlando Aviation Authority, Kissimmee/Osceola County Chamber of
Commerce, Council on Aging and Goodwill Industries of Central Florida.
Dr. George Gant
Dr. George Gant first joined
the board in 1985 when he served as mayor of Kissimmee. Since then, he has
served nearly a quarter century on the utility board as either an elected or appointed representative. He was
reappointed to the board in 2011, following a partial term in 2008.
Gant is a former Kissimmee city commissioner and retired medical director of the
Osceola County Health Department.
Kathleen Thacker joined the board in 2010. She
is a retired school psychologist, a graduate of St. Cloud High School and
holds degrees from Florida State University and Western Carolina University. She
is also a graduate of the Kissimmee School of Government.
Ethel Urbina joined the board in 2013. She is a real
estate broker and owner of Mercedes Investments, LLC in Kissimmee. Urbina is
a former AT&T executive with 27 years of service in the U.S., Nicaragua and
Puerto Rico. She also worked for the government of Nicaragua for six years.
Mayor Jim Swan
Mayor Jim Swan was re-elected
in November 2012. He is retired from the solid waste industry. Mayor Swan is a former
Osceola County commissioner, worked toward improving water quality in Lake Tohopekaliga,
served as chairman of Metroplan Orlando and was awarded Water
Conservationist of the Year in 1980 by the Florida Wildlife Federation. He currently serves
as president of the Osceola Council on Aging board of directors.
