Explanation of Charges

CUSTOMER CHARGE – The monthly charge to cover the average costs for billing, collecting meter data, meter equipment and customer service. This charge remains the same regardless of how much electricity you use.

FUEL ADJUSTMENT/ COST OF POWER ADJUSTMENT (COPA) – An adjustment

to the monthly electric usage charge per kWh for the cost of fuel and purchased power above or below the fuel costs contained in the base rates.

ENERGY CONSERVATION COST RECOVERY (ECCR) – The recovery of costs used to fund energy conservation programs.

CITY OF KISSIMMEE CHARGES – KUA is contracted with the City of Kissimmee to serve as the billing agent for stormwater and garbage pick-up within the city limits. Costs for these services may appear on bills and are reflected in the total amount due. The total amount of the bill must be paid to KUA.

GOVERNMENTAL TRANSFERS/ TAXES –  The required transfer  from the Authority to the City of Kissimmee’s  general  fund that is calculated  as 11.06 mills per kilowatt hour. It also includes a municipal utility tax of 8% only applicable to the taxable portion of the bill, and a one percent Local Option Tax on commercial accounts.

STATE OF FLORIDA CHARGES – Gross receipts tax of 2.57%; commercial accounts include State Sales Tax of 7% applicable only to the taxable portion of the bill.

DUE DATE – If payment is not received at KUA by the due date; a late charge may be assessed, services are subject to interruption and a deposit, or additional deposit may be assessed.

PAST DUE – The past due total applies to unpaid balances on your account. Accounts with an unpaid balance are subject to immediate interruption of service unless arrangements have been made.

If an account has a multiplier:

MULTIPLIER – Some electrical meters record only a portion of the energy used. This is common on large services of 400 amps and above where the electricity is run through metering transformers. The reading has to be multiplied by a “multiplier” to determine the actual amount of energy used. Normally, residential meters do not have a multiplier.

If an account has ABP:

AVERAGE BILL PLAN (ABP) – The ABP is available to customers in good standing. The calculation of each bill amount is based on an average of the past 12 months. Accounts with past due amounts will be reviewed for eligibility to continue on this billing plan. Please see KUA website (www.kua.com) for more information about your ABP bill.

If an account has medical essential:

MEDICAL ESSENTIAL – A one-day notice is provided to the residence prior to interrupting service if the customer has supplied the utility with the required documentation that service is medically essential. Customer and doctor of medicine, or doctor of osteopathy certified to practice medicine in Florida, must update the form annually or the account designation will be removed.
